Il Laboratorio fa parte dell'Area Certificazione e controlli dell'Azienda Speciale. L'Azienda, sulla base dell'attività del Laboratorio,è stata designata con Decreto del Ministero dello Sviluppo Economico del 19 maggio 2008, pubblicato sulla G.U. 16 giugno 2008, come Organismo Notificato n. 2081 per i contatori d'acqua. In particolare la designazione riguarda i moduli B-Esame Ce del tipo F- Dichiarazione di conformità al tipo basata sulla verifica del prodotto D- Dichiarazione di conformità al tipo basata sulla garanzia di qualità del processo di produzione della direttiva MID.

The laboratory is a part of the "Certification and controlls Area" of the Special Agency. The Agency, based on the Laboratory activities has been designated as Notified Body n° 2081 for water meters,  with Decree of Minster of Economic Development on 19th Maj 2008, published in the Official Journal  on 16th June 2008. In particular the designation concerns the modules B-EC Type Examination, F-Declaration of conformity to type based on the product verification, D- Declaration of conformity to type based on the quality assurance of the production process ot the Directive 2004/22/CE .

Descrizione del Servizio

Il Laboratorio Nazionale di taratura per contatori d´acqua effettua tarature su contatori nuovi ed usati, è stato accreditato nel Sistema Nazionale di Taratura nel 2004 in conformità alla norma europea UNI EN ISO/IEC 17025 in materia di laboratori ed ha ottenuto l'ultimo rinnovo dell'accreditamento nel 2016.

Il Laboratorio esegue anche le verifiche periodiche sui contatori d'acqua nel range di portata 3-31250 L/h, a seguito di estensione dell'accreditamento e di riconoscimento da parte di Unioncamere che ha assegnato il n° identificativo 291,

Esso fornisce servizi a:

• Utenti/ Consumatori, per la taratura e verifica periodica di contatori, nonchè per i controlli a richiesta, in contraddittorio, per i contenziosi, in caso i consumatori contestino le bollette dell'acqua troppo elevate;
• Acquedotti, per la verifica di lotti di contatori nuovi ed usati,
• Fabbricanti, che richiedano una delle procedure di valutazione della conformità metrologica, previste dalla Direttiva Europea 2014/32/UE (D.Lvo 19/05/2014 n°84) B - Esame Ce del tipo, F - Dichiarazione di conformità al tipo basata sulla verifica del prodotto,  D - Dichiarazione di conformità al tipo basata sulla garanzia di qualità del processo di produzione.

Description of the service

The National Laboratory for calibration of water meter  performs calibration on new and used meters, it has been accredited in the National Calibration Systems since 2004 in conformity with European Normative EN ISO/IEC 17025 regarding laboratories and it was renewed in 2016.

It also performs periodical verification on water meters in the range of flowrate 7-30000 L/h, after extention of the accreditation and acknowledgment by Unioncamere  that assigned the identification number 291.
It provides the services to:

• Users/ consumers for the calibration and periodical verification of meters, as well as for the controls on demand, in contradictory cases, in the event that consumers contest excessively high water bills.
• Acqueducts, for the verification of batch of new and used water meters,
• Manufacturers requiring one of the evaluations of conformity foreseen by the European Directive 2014/32/UE- Module B- EU Type Examination Certificate, module F - To the ype conformity declaration based on the product verification, module D - To theType conformity declaration based quality warranty of the production process.

Tariffe

Le tariffe per i contatori oggetto di contenzioso, ad esempio, in vigore dal 01 giugno 2010 sono le seguenti:

La Qn è la portata nominale dei contatori CEE la Q3 è la portata permanente dei contatori MID e  servono a designare il contatore e sono riportate sul quadrante. Il servizio consiste in: Istruttoria, prove, valutazioni finali, redazione di Certificato LAT o Rapporto di taratura (quando non è possibile emettere Certificato LAT).
Per lo smontaggio del contatore e l'analisi dei componenti interni la tariffa aggiuntiva è di € 100,00 indipendentemente dal calibro dello strumento.

The tarifs for water meters with point of dispute , for example, since 01st June 2010, are the following:

The Qn is the permanent flow rate of the EEC meters, Q3 is the permanent flowrate of MID meters: they designe the size of water meters and they are indicated on the dial.
The service includes : preliminary activities, tests, final evaluation and issuing of Accredia Certificate or Test Report.
For dismantling the meter and for analyzing the internal components the fee is increased of € 100,00 for each meter size.

I tempi per la realizzazione del servizio, di regola, sono di 40 giorni lavorativi.

Si ricorda che il DM 93 del 21/04/2017 attribuisce la competenza sui controlli in contraddittorio alla Camera di Commercio territoriale (in cui sono installati i contatori); pertanto chi desidera che sia eseguita la verifica sul contatore installato presso la sua sede, può scegliere una delle due strade:

• Inviare apposita richiesta alla CCIAA competente che prenderà in carico il caso e lo gestirà in maniera autonoma rivolgendosi ad un laboratorio accreditato e riconosciuto da Unioncamere (vedi: http://metrologialegale.unioncamere.it)
• Inviare il contatore al nostro laboratorio (tramite l'Ente di gestione dell'Acquedotto) che eseguirà la taratura emettendo apposito Certificato LAT  ed eseguendo ogni altra operazione utile a stabilire la conformità o meno dello strumento alle normative vigenti, nonchè a diagnosticare  eventuali cause di malfunzionamento (salto rulli, condizioni anomale di usura ecc...).

It should be remembered that Ministerial Decree n.93 of 21/04/2017 assigns the competence to carry out the adversarial verification at the territorial Chamber of Commerce (where the meters are installed); therefore, those who wish to have the verification performed on the meter installed at their site, because of the doubt on true measurement, they can choose two ways to do it:

• To send a specific request to the competent Chamber of Commerce which will take on charge the case and will manage it autonomously by contacting an accredited laboratory recognized by Unioncamere (see: http://metrologialegale.unioncamere.it)
• To send the meter to our laboratory (through the Management Authority of the Aqueduct) which will carry out the calibration by issuing a specific LAT Certificate and performed any other operation useful to establish the conformity or not of the instrument as well as to diagnose any causes of malfunctioning (rollers defected, abnormal conditions of wear etc ...).
